terms, I have blocked numerous efforts to disenfranchise voters in Baltimore County. .
In 2002, a historic event occurred. In response to an outcry from the minority community on the
west side of Baltimore County, a new Councilmanic District was established to reflect the diverse nature of what
was to become the 4 th Councilmanic District. This District generates 49% of the County’s revenues and receives
little in return. The 4 th Councilmanic District is the “checkbook” for capital projects for the other Councilmanic
Districts.in Baltimore County. In a District created to serve the interest of a predominantly minority District,
minority citizens are not a constituency that has been served. Only “Special Interest have benefited from a
District with the highest per capita income in Baltimore County [a statistic that I introduced in the 2002 election
which is widely mentioned by the current crop of candidates without knowledge of the underlying statistics. ---
THAT IS WHY I AM RUNNING !!!!!!!!!
Constituents wanted to elect a Councilperson who reflected their community and who would be an
effective advocate for the issues that affect the district. Unfortunately, that didn’t happen.
In 2005, homicides increased 80%, robbery 40.4% and burglary 15.4% in the 4th Councilmanic
District. Development has exploded! Several of our schools have been threatened with take-over by the state.
Families and communities have suffered while wealthy developers and other special interests get
richer. The current Councilperson approved a 300 million Dollar construction project in Owings Mills with no
minority participation. A 300 ft. wireless tower was proposed that the incumbent ardently supported, to be
constructed on the Campus of Randallstown High School, leased for $1,500 per year until the community succeeded in
defeating this measure. It was a public safety issue that was a visual enticement to the students to climb. The
YMCA wanted to place a state-of-the art facility into the community that was rejected by the Councilman in favor of
spending 12 million taxpayer dollars to construct a facility. Then, the Councilman installed the YMCA which charges
the residents exorbitant fees. The fees are so prohibitive; most residents can’t join the YMCA and enjoy the
services that their tax dollars paid for. We put him in office to make sure this wouldn’t happen… not to protect
special interests. Since the other contenders for the Councilmanic seat have not been involved in the community and
their issues, they are unaware of the history and the challenges in the District. “THAT IS WHY I’M

I sincerely hoped that a candidate of experience and integrity would come forth - - "THAT

As a resident of the 4th Councilmanic District, I have a vested interest in the District’s
success. - - - THAT IS WHY I AM RUNNING !!!!!!!!!
Upon review of the current crop of candidates, I was sorely disappointed. THAT IS WHY I AM
RUNNING- !!!!!!!!!!!!
The other candidates have no prior involvement in Community issues or political activism nor have
they advocated for communities and people which is requisite to be an effective Councilperson. - - - THAT
IS WHY I AM RUNNING --!!!!!!!!
THIS IS NOT A CAMPAIGN FOR AMATEURS!!!!!! THE STAKES ARE TOO HIGH. SOME POWERFUL INTEREST
HAVE A VESTED INTEREST IN MAINTAINING THE STATUS QUO IN THE 4 TH DISTRICT!! If an inexperienced candidate
or one that represents “Special Interests” is elected, the current situation in the 4th Councilmanic District will
be perpetrated. THAT IS WHY I AM RUNNING
One must have a thorough knowledge of the local, state and national political landscape and the
legislative process in order to know the agendas of those who will come to the Council with Agendas that may not
benefit the District. - - - THAT IS WHY I AM RUNNING
The Councilperson must have policy and legislative experience to be effective. None of the new
challengers have this experience. - THAT IS WHY I AM RUNNING
It’s time to elect a Councilperson who has a proven track record of working for this community.
It’s time to elect Penny McCrimmon to the Baltimore County Council for the 4 th Councilmanic District
and the Democratic State Central Committee, 11 th Legislative District!!!!!!!!!!!!!!!
